The Council are a mysterious body of men (always men, the protector mantle is passed down through the male line) who manage the "protecting" of various cities. The Leader and Vice live on the East Coast, whereas the Europeans head holds council in England. They bring various different skills to the "art" of protecting, but can be seen as violent and cold hearted.
